Priest Lukyanov: The Russian Orthodox Church will always support initiatives to protect the family

The Chairman of the Patriarchal Commission on Family Issues, Protection of Motherhood and Childhood, Priest Fyodor Lukyanov called on the State Duma deputies not to allow foreigners to circumvent the law banning surrogacy.
In Russia, laws were passed in 2022 banning surrogacy for foreigners and banning LGBT propaganda.

An exhibition dedicated to the All-Russian social project “Family is the Foundation of Peace” opened in the State Duma a week ago. It presents layouts of advertising messages for an all-Russian advertising campaign in support of traditional family values ​​- these are photos, videos and text materials that popularize “the image of a prosperous, large, multi-generational family.”

At the opening of the exhibition, addressing deputies, Lukyanov noted the importance of adopting a law on the unified status of large families. Also, the chairman of the patriarchal commission drew attention to the problem of abortion and proposed “strengthening state regulation” in this area, as well as banning abortions in private clinics, because, according to him, “in regions where there are no private clinics providing abortions, the birth rate is higher.”

“With regard to surrogacy, we also urge you, dear legislators, to be guided by the interests of the child, and not the industry: do not allow your efforts to protect the reproductive sovereignty of Russia and the adoption of a law banning surrogacy for foreigners to be devalued by the legislative initiatives already available today, by creating a scheme avoiding the requirement for both parents in a registered marriage to have a genetic connection with the child, which would allow foreign citizens to bypass all restrictions,” Lukyanov said.
He also called on deputies to pay attention to cross-border trade in human embryos. “Today, trade in eggs, oocytes and human embryos is carried out without restrictions, which in itself is immoral, but also creates a real threat to the country’s biosecurity and leads to the depletion of the reproductive potential of the nation,” the representative of the Russian Orthodox Church emphasized.
“Let me assure you that the Russian Orthodox Church and millions of our citizens will always support initiatives to protect the family, motherhood, and childhood,” the priest concluded.
As noted earlier in the State Duma, the All-Russian social project “Family is the Foundation of the World” is aimed at creating “vivid and high-quality content about a strong family, happy motherhood, fatherhood and childhood, and the popularization of traditional family values.” The project includes billboards with social advertising, meetings with young people for conversations on the topic of creating and maintaining a family, exhibitions in educational institutions, visual images for social networks, as well as the All-Russian competition for family content, in which families from all over Russia participate. The project is being implemented in 76 regions of Russia.
The organizers of the project “Family is the Foundation of the World” are the State Duma Committee on Family, Women and Children, the Patriarchal Commission on Family Issues, Protection of Motherhood and Childhood, the Association of Family Protection Organizations and the ANO Information and Communication Agency for the Promotion of Social Content “Blago-Media”.
